Description: The Governor also appoints a 15 member Ombudsman Committee for Mental Health and Developmental Disabilities to advise the Ombudsman. From this group a Medical Review Subcommittee is selected to work with office staff in the review of deaths and serious injuries. The Ombudsman, after consultation with the Governor, can go public with findings and recommendations.

In 1987, the Legislature created the Office of the Ombudsman for Mental Health and Developmental Disabilities to: promote the highest attainable standards of treatment, competence, efficiency, and justice... for persons receiving services or treatment for mental illness, mental retardation or a related condition, chemical dependency, or emotional disturbance...

To promote change that improves the effectiveness, efficiency and dignity of the services provided to citizens with mental, developmental, chemical and emotional disabilities, while assuring that citizens who are least able to care for themselves are protected.

To promote the highest attainable standards of treatment, competence, efficiency and justice for persons receiving care and treatment for mental, developmental, chemical and emotional disabilities.

The Ombudsman Office does not discriminate on the basis of race, color, religion, creed, age, national origin, sex, sexual orientation, membership or activity in a local commission, status regard to public assistance, disability, marital status, or political affiliation.

The Office of Ombudsman for Mental Health and Developmental Disabilities is required by The Minnesota Data Practices Act to protect your privacy. We will maintain all information in the data classification that it was received (public, private or confidential data). We will not disclose information about you to others unless specifically authorized by law, court order, or your written consent. You may refuse to provide or release information, however the consequence of your choice may limit our ability to assist you. You may revoke your consent at any time and your consent will automatically expire one year from the date of your signature unless an earlier date has been established.

The inherent worth and dignity of each person defines our humanity. It creates for every citizen the fundamental right to be treated fairly and to be respected as an individual with unique needs, interests, perspectives and circumstances.

The reality of modern administrative bureaucracy and its massive impact on individuals transcends all forms of government. Beyond the most simple and direct forms of democracy, considerable power must be entrusted to government officials in order for them to carry out the public purpose. The need for protection for the ordinary citizen against the possible abuse of this delegated power has been recognized for many centuries.
